What’s going on
On October 1, 2025, the U.S. Federal Government entered a funding lapse (a “shutdown”) because Congress was unable to pass the required appropriations bills in time.
During a shutdown
- Many federal agencies must halt or reduce operations; some employees are furloughed (not working and not being paid) while “excepted” employees (those in essential public-safety or national-security roles) may be required to work without pay.
- Certain services continue (e.g., law enforcement, air traffic control, national defense) but numerous programs and services may be delayed or suspended.
- The economic and personal-financial impacts can ripple quickly into local communities, especially where federal workers, contractors, or service industries are involved.
- All City of Des Moines employees, including law enforcement, are City employees and not impacted by this.
